Due to the epidemic state introduced in Poland, the Minister of Health has introduced restrictions on movement and certain activities.

Up to and including 11 April, it will not be possible to move freely except for subsistence, health, professional purposes. The restriction does not therefore apply to:

• commuting to work. If you are an employee, run your own business or farm, you have the right to commute to your job. You also have the right to go to buy goods and services related to your professional activity.
• Volunteering. If you are working to fight coronavirus and help those in need in quarantine or those who should not leave their homes, you can move as part of this activity.
• to run errands necessary for daily life. You will be able to move around to do essential shopping, buy medicine, go to the doctor, care for loved ones, walk the dog.

Important! Movement will only be possible in a group of up to two people. This restriction does not apply to families.

The most important restrictions in place due to the epidemic state include:

• restrictions on the export or sale outside Poland of selected products and the possibility of prohibiting the sale or export of these products outside Poland,
• restriction of selected activities,
• a ban on trade in shopping malls,
• restrictions on the operation of public offices,
• the possibility of referral to work to combat epidemics,
• regulation of rules on the return of workers from abroad.

The restrictions are in force until further notice.

At the same time, on 20 March 2020, the ban on tourist accommodation and short-stay accommodation that had been in force was lifted
from 14 March.

From 14 March 2020 until further notice, there is a total ban on the business:

• consisting of preparing and serving food and beverages to guests seated at tables or to guests making their own choice of food from a displayed menu, eaten on the premises (PKD 56.10.A),

• związanej z organizacją, promocją lub zarządzaniem imprezami, takimi jak targi, wystawy, kongresy, konferencje, spotkania, włączając działalności polegające na zarządzaniu i dostarczaniu pracowników do obsługi terenów i obiektów, w których te imprezy mają miejsce (PKD 82.30.Z),
• twórczej związanej z wszelkimi zbiorowymi formami kultury i rozrywki (PKD 90.0),
• związanej ze sportem, rozrywkowej i rekreacyjnej (PKD 93.0), w szczególności polegającej na prowadzeniu miejsc spotkań, klubów, w tym klubów tanecznych i klubów nocnych oraz basenów, siłowni, klubów fitness,
• związanej z projekcją filmów lub nagrań wideo w kinach, na otwartym powietrzu
• lub w pozostałych miejscach oraz działalności klubów filmowych (PKD 59.14.Z),
• związanej z konsumpcją i podawaniem napojów (PKD 56.30),
• związanej z prowadzeniem kasyn, z wyłączeniem kasyn internetowych;
• bibliotek, archiwów, muzeów oraz pozostałej działalności związanej z kulturą (PKD 91.0);
• w zakresie lecznictwa uzdrowiskowego, w części polegającej na udzielaniu pacjentom świadczeń opieki zdrowotnej.

Od 20 marca 2020 r. obwiązuje również całkowity zakaz wykonywania usług rehabilitacyjnych realizowanych w ramach zamówień udzielanych przez Zakład Ubezpieczeń Społecznych.

Jakie ograniczenia dotyczą handlu

Od 21 marca 2020 r., do odwołania, w obiektach handlowych o powierzchni sprzedaży powyżej 2000 m2 obowiązuje całkowity zakaz:

• retailing by retail space tenants,
  excluding tenants whose predominant activity is selling:
  • food,
  • cosmetic products
  • toiletries,
  • cleaning products,
  • medicinal products, including in pharmacies and dispensaries,
  • medical devices,
  • foodstuffs for particular nutritional uses,
  • newspapers,
  • building or renovation products,
  • articles for pets,
  • fuels.
• service activities carried out by the tenants of the service area,
  other than tenants who are engaged in service activities:
  • medical,
  • banking,
  • insurance,
  • postal services,
  • laundry,
  • catering consisting only in the preparation and delivery of food;
• conducting business on trading islands.

Important! The ban does not apply to shops outside shopping malls, regardless of what they sell.
